Chemonics is seeking applications from eligible applicants for the post of Country Director.

Responsibilities

  • Lead and supervise monthly last-mile distribution of malaria pharmaceuticals and long-lasting insecticide-treated nets
  • Apply hands-on, detail-oriented technical management to last-mile distribution, ensuring compliance with established standard operating procedures and transparent and effective accounting for commodities
  • Lead collection and analysis of data from all available sources to allocate sufficient quantities to health facilities, including use of the project’s integrated call centre to collect data and calculate consumption and optimal quantity allocation
  • Effectively communicate with USAID and the government of Niger to articulate the project’s vision for last-mile distribution, align expectations of all stakeholders with effective implementation and project resources, and diplomatically address feedback on project activities
  • Develop and implement annual work plans and budgets that reflect the priorities of USAID, the Ministry of Health, and other key stakeholders
  • Ensure the use of appropriate management methodologies to plan, organise and control resources to achieve goals
  • Develop, implement, and review appropriate staffing, technical assistance, and procurement plans that lead to the effective implementation of the project’s strategy and work plan
  • Supervise office operations in adherence to policies and USAID regulations, including HR management, procurement, finance, and administration
  • Develop, update, and implement performance monitoring plan that encompasses commodity security and logistics management indicators and include project-wide performance measures
  • Oversee regular data collection and reporting and lead quarterly reviews of performance analysis to identify issues and drive evidence-based interventions
  • Assess risks quarterly and implement risk management/mitigation strategies for procurement and logistics services
  • Ensure compliance with procurement standard operating procedures, including supplier order fulfillment, order tracking, customs clearance/freight forwarding, storage and distribution, and logistics management information systems
  • Coordinate with relevant stakeholders in the provision of assistance to build the capacity and capability of national systems
  • Report results of the projects’ work to USAID, Ministry of Health, other donors, and the home office, ensuring timely submission of high-quality deliverables
  • Perform other duties and tasks as designated by supervisor and/or project leadership

Requirements

  • Advanced degree in Medicine, Public Health, Supply Chain, Logistics, Project Management, or a related field, or bachelor’s degree with five years of work experience
  • Eight years, minimum, of experience in public health programme management, pharmaceuticals and medical supplies, and/or supply chain management systems
  • Experience serving as a member of the senior leadership team on USAID-funded pharmaceutical supply chain projects or similar experience at home office level combined with STTA missions
  • Experience working in challenging, low-resource operating environments
  • Experience in implementing last-mile distribution or supply chain logistics activities strongly preferred
  • Ability to create efficiencies and lead operational transformation in large complex programmes, preferably with experience in medical procurement, logistics, or supply chain management
  • Skills in leading and managing high-performing teams
  • Ability to build capacity of team members and local government counterparts
  • Proven ability to work collaboratively with host-country officials, donors, and other key stakeholders
  • Excellent interpersonal, written, and oral communication skills
  • Proven diplomatic and public relations skills
  • Demonstrated leadership, versatility, and integrity
  • Fluency in French
