Pearls Africa Programmes Operations Officer

Pearls Africa is seeking to fill the role of a Programmes and Operations Officer.

In the last seven years of award-winning and internationally celebrated work, Pearls Africa has prepared young girls and women for a greater future through I.T. training, skills acquisition, internships and mentorships.


  • Act as focal person for all operational matters, providing leadership on day-to-day operations including, but not limited to, project management, finance, human resources, procurement, communications, and monitoring and evaluation
  • Provide operational and administrative support for the effective delivery of ongoing projects
  • Design, manage and document integrated process delivery, optimising the use of resources on projects
  • Design and apply data collection tools and processes for operation support services, performance and resources
  • Organise periodic progress reviews and ensure timely preparation of progress reports
  • Recommend corrective measures to overcome operational constraints
  • Review and monitor project budgets and prepare revisions as required, in line with Pearls Africa and donor guidelines
  • Monitor project transactions with a view to preventing accounting errors
  • Support the preparation of contracts for consultants, implementing partners and vendors
  • Ensure effective working relationships with the various functional roles in Pearls Africa
  • Organise project events and prepare reports of activities
  • Organise and facilitate training for project beneficiaries, other staff and volunteers
  • Oversee the development and implementation of communication plans and tools
  • Build and maintain strong partnerships with relevant stakeholders
  • Maintain close contacts with donor and partner organisations, ensuring regular communication
  • Participate in relevant meetings with donors, partners, other stakeholders and prepare reports of meetings
  • Prepare presentations and participate in workshops and webinars and prepare reports of events attended
  • Undertake research and prepare analytical reports on new project and programme opportunities
  • Provide leadership on new project and programme design, drafting concept notes and proposals
  • Collect and analyse data and trends required for planning and negotiating programme and project activities
  • Prepare work plans for new project and programmes.


  • Integrity and ability to work as a team member as well as independently
  • Bachelor’s degree in Computer Science, Business Administration, Development Studies, Political Science, International Relations, Accounting, Economics, or a related field
  • Certificate in Project Management will be a plus
  • Five years, minimum, of progressively responsible experience in programme and project planning, implementation, monitoring and evaluation activities, with two years, minimum, working for a non-governmental organisation
  • Experience in working on a USAID-funded project will be a plus
  • Knowledge of programming cycle, programming tools (Logical Framework and Theory of Change etc.)
  • Proven ability to draft project documents and reports
  • Technical competence to apply techniques and tools that collect a wide range of inputs, and to conduct information gathering, research and analysis using digital technology
  • Documented experience in conducting baseline or feasibility studies, market and impact assessments will be a plus
  • Ability to design, negotiate and lead efforts to develop new projects and programmes
  • Experience in building effective relationships with donors, partners and stakeholders, including government officials at federal and state levels
  • Excellent interpersonal and communications skills with sterling ability to communicate effectively in multicultural environments and to multiple audiences
  • Excellent written, speaking and presentation skills in English
  • Good knowledge of Microsoft Word, Excel and PowerPoint
