Catholic Relief Services (CRS) is seeking to fill the position of Programme Manager.

CRS works to save, protect, and transform lives in need in more than 100 countries without regard to race, religion or nationality.


  • Provide management, guidance, and technical oversight of the agriculture and livelihoods components of the ‘Increasing Community Resilience through Agriculture’ project throughout the project cycle to ensure project design, startup, implementation and closeout are in line with CRS quality principles and standards, donor guidelines, and industry best practices
  • Ensure programme and operational plans reflect operational constraints including insecurity and seasonal access
  • Ensure project team uses the appropriate systems and tools
  • Ensure effective planning, coordination of efforts, and reporting with other CRS programmes, particularly USAID/BHA livelihoods and social cohesion, EC livelihoods and social cohesion, USAID/BHA health and nutrition, and WFP food assistance programmes, to optimise the use of shared programme teams, assets, and facilities, and strengthen the collective impact of CRS interventions
  • Effectively manage talent for the agriculture and livelihoods team
  • Manage team dynamics and staff well-being
  • Provide coaching, strategically tailor individual development plans, and complete performance management for direct reports
  • Lead the development of programme learning by identifying opportunities for learning, research and publications in the areas of community resilience, agriculture and livelihoods and implementation of MEAL policy
  • Facilitate the dissemination of promising practices and lessons learnt to contribute to the agency knowledge management agenda
  • Ensure integration of innovations and best practices
  • Contribute to the proactive pursuit of opportunities for new funding to ensure growth of the country programme portfolio in line with agency, regional, and country programme strategic priorities
  • Serve as the technical lead and technical writer to ensure quality proposals in agriculture and livelihoods per agency and donor standards
  • Contribute to budgeting and staffing plans and activities for proposals
  • Oversee technical assistance and deliver capacity strengthening activities in agriculture and livelihoods for staff, partner organisations, relevant authorities and communities to enhance programme quality and impact
  • Oversee the identification, assessment and strengthening of partnerships relevant to agriculture and livelihoods and the appropriate application of partnership concepts, tools and approaches
  • Ensure timely and appropriate project expenditures in line with financial plans and efficient use and stewardship of project material sources
  • Ensure the programme team’s compliance with donor requirements on deliverables, timelines, and reporting
  • Effectively coordinate with supply chain, finance, human resources, and the business development unit for complete and accurate reporting
  • Ensure all required programme and operations documents are submitted in a timely and complete manner
  • Ensure safeguarding, protection, and gender equity are consistently and intentionally streamlined into all programme activities, including staff recruitment and training
  • Deputise for the chief of party when required


  • Master’s degree in International Development, International Relations, Rural Development, Natural Resource Management, Agriculture, or a related field
  • Five years, minimum, of experience in relevant field-based project management
  • Preferably, two years, minimum, of experience in the direct implementation of rural livelihoods programming, including market strengthening
  • Experience in managing moderately complex projects, preferably with an international NGO
