    The World Food Programme (WFP) is currently seeking applications from eligible applicants for the post of Regional Programme Policy Officer in Dakar, Senegal.

    WFP is the world’s largest humanitarian agency fighting hunger worldwide.

    Responsibilities

    The Regional Programme Policy Officer will perform the following functions:

    • Support WFP Country Offices (COs) to reshape and/or expand their support to national social protection systems in the areas of nutrition, food security and emergency response
    • Guide COs in translating into plans the Regional Social Protection Roadmap using a graduation approach and fostering cross-fertilisation among countries
    • Provide strategic directions on WFP strategic positioning and engagement in specific social protection schemes
    • Specifically develop technical notes based on country experiences to guide COs in their discussions around social registries, shock response, food security and nutrition in social protection, HIV and social protection and social protection in urban and peri-urban environments
    • Provide technical, programme and strategic guidance to COs in the formulation of strategies, resource mobilisation and in the design and implementation of social protection projects, programmes and initiatives, including support to building a policy dialogue on social protection with host governments and their development partners
    • Undertake technical assistance missions to support field level initiative

    Requirements

    Applicants must have:

    • Advanced university degree (or equivalent experience) in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance
    • First university degree with additional years of related work experience and/or trainings/courses
    • Eight years, minimum, of experience in social protection policy design, analysis and implementation in low- and middle-income countries
    • Experience in managing or implementing cash transfer programmes, electronic payment systems for social assistance is an asset
    • Five years, minimum, of operational experience in a national social protection system, including responsibility for liaising with different line ministries at national and decentralised levels
    • Understanding of donor policies, strategies and programme priorities in relation to development assistance, social protection and safety nets
    • UN or donor experience, especially with WFP and/or UNICEF, DFID or World Bank is an asset
    • Sound understanding of policy making processes and the ability to distil operationally relevant recommendations/lessons for governments and other partners
    • Strong capacity for analysis, learning, research and innovation
    • Proven ability and experience in the development of inter-agency networks, partnerships, strategies and communications initiatives
    • Good leadership and interpersonal skills
    • Excellent communication skills in both written and spoken French (Level B) and English (Level C)
